Julie Owen has over twenty years of experience in project management, project control, cost engineering, scheduling, contract administration, and schedule delay claim analysis. She works as Project Controls Supervisor for Los Angeles Metropolitan Transportation Authority managing the $40 billion over 30-year initiative to improve Los Angeles County transportation infrastructure.

She is currently the lead instructor for the PSP certification continuing education course offered for the past three years at the Annual Meeting.

This presentation will discuss the importance of Quality and Quality Management on Total Cost Management (TCM), TCM Framework and TCM process map.

This session also highlights that quality management is not a separate process, but a way that processes should work and will evaluate briefly the six quality management methods referred in TCM Framework and benefits/consequences of following/not following it.

Finally will include facts and data from construction industry and demonstrate the cost may be the best single measure of quality and Cost of quality analysis is the key method for assessing performance against functional requirements and constraints.

To make better decisions earlier in the project development stage, it is needed to have already a good insight in the technical as well as the economic viability of a project during the conceptual and FEED phases.

Recent software developments – such as UniSim Design and Cleopatra Enterprise mentioned in the presentation - allow for a tight integration between process design and cost engineering software, making it possible to compare design alternatives and choose the most profitable solution capable of not only the traditional factor estimating methodology, but also of object oriented estimating.

Mega projects, particularly those in the oil industry, face enormous challenges to achieving predictable cost and schedule outcomes. Martin Darley FRICS CCP, Past-President of AACE International, and a Cost Engineering and Services Manager for one of the major IOC’s will provide insight into how Cost Engineering can help improve project predictability. With reference to research by leading construction institutions, and industry benchmarks, he will describe the role of the cost engineer in this environment, and highlight the recommended practices to adopt. The interconnection between cost engineering and added value within any organization means looking at the risks and challenges the current economic tides brings to us and how to achieve cost reductions.

New methods and technologies have made it possible for further integration within Engineering, Procurement, Scheduling and Project Controls. Therefore we can see trends in the market to make more use of solutions that will cover the complete project life cycle and are fully integrated within the business processes.
